It's symbolic. If they do this they have something to campaign on, whether they reach a vote or not. They won't have the votes to impeach in the house and they won't be able to convict in the Senate either. This is all just to keep their own constituents from organizing a primary coup against do-nothing republicans.

Let's codify that bringing false, baseless impeachment actions against a president is a criminal action. If you have proof of wrongdoing, then by all means, impeach away! If you just invent baseless accusations, believe it or not, jail.
