government knew abductions were real and allowed them to go forward as tribute to avoid bigger trouble
alien fleet due to arrive in four years and we are sitting ducks
we are a genetic experiment, one of many, and our entire history has been shaped by aliens on a whim
ancient gods were actually aliens who came here and then left and are coming back
we are living in a simulation
aliens cause conflict and disease to harvest our psychic energy
etc
All of the hypothetical points would point to them wanting to control the narrative, in my opinion.
That is probably what is going on. The motive of doing their duty of disclosing intentionally according to a plan makes more sense then "cashing in" or "driven by conscience". Either of those are likely for isolated individuals but at this scale it's probably a psyop to prep for an eventual revelation (or something!).
I'd go with
