City planners are some of the most unexpectedly powerful people.

Don't like a certain demographic? Just make sure they live in their own (not officially) segregated neighborhood, then make sure that part of the city stays forever poor.

Few schools lead to more crimes, bad public transport makes movement harder to impossible, and if you wanna be really mean give them rolling blackouts.

The streets are your oyster, the people just statistics. Go and have fun
