Both of them interesting. Sangaré had a great season at PSV though I have seen some people concerned about his distribution. Phillips is also decent but he hardly played at City. He was good at Leeds though. If we can get him for ridiculously cheap, he would be a good buy

Definitely easier to get the younger English players to leave the PL than the likes of Rice.

Also considering he his pretty much completely behind stones and rodri in the pecking order, he has incentive to join bayern
