I think they just thought it was funny for Dale to be oblivious, but then realized that it's kind of depressing the more the audience gets to know Dale. The episode where Peggy figures it out drastically changes the tone of the situation like you've been dunked in ice cold water.
Yeah he’s paranoid about everything but never even suspects his wife obviously cheating on him. I get why it’s supposed to be funny
