There are entire libraries full of books written by true believers trying to understand why bad things happen to good people.
I've not read any of those books, but I do know that the arguments are more complicated than, he just wants to fuck with us.
The truth is even more complicated, what with life being a confusing mix of cause and effect and random happenstance.none of it having any meaning beyond what we assign it.
Some people would rather write libraries worth of books than confront that truth. Which is sad in a way.
We all know it's actually just because God sucks at statistics.
