Not on a theoretical level, but how would you practically have to pay costs, access specialist doctors?

Expanding on this: what is deemed necessary varies a bit between regions, in my region a vasectomy is covered, so total cost (3 visits) would be ~45โ‚ฌ. Waiting time is about 6 months. But waiting time also varies a lot.
