I don't think it's true. It's just a fun way to imply a person has intentions subconsciously driving them to behave a certain way. In my experience, I'm pretty consciously making every choice. I rarely ever do anything by accident and - usually - the accident is definitely not helpful in anyway. E.g. dropping something is not subconsciously helpful. Doesn't indicate I wanted to drop that thing.
Frasier is full of "pop psychology," but the writers do a good job of insinuating that his show is pop psychology. The fact that Niles doesn't refute it is harder to justify...
