Why has the media gone all in on small time scofflaws when organized financial crime is robbing people straight from their paychecks?

Because you generally don't get the opportunity to film the participants slug it out when a company gets caught doing wage theft. Doesn't make Internet worthy content that can be injected into the populous to re enforce existing beliefs
