If there is no penalty to keeping a player then yes securing a top quarterback for essentially his entire career is much better than a RB who could be the top scoring player maybe twice in his career but will be garbage by year 4.
Now if the rules mean that you have to give up a first round pick every year to keep him, then it no longer makes sense. But QB’s are inherently more valuable than any other position if there isn’t a penalty because they are productive for much longer in their career
