I'm having some performance issues with NMS on a high end pc, and I'm wondering if you guys can help.
I've been noticing that the 99% fps lags quite a bit behind the average fps, which causes stuttering. Seen it sometimes dip below 20fps, usually at 35 or 40.
I'm running the game with all settings maxed out, though it doesn't seem like the game is using my pc resources. 30% cpu usage, and 50-60% gpu. Lowering my settings to medium creates a negligible fps impact (~5 fps)
Are there any game config files i can play with to improve this?

Try using Fidelity super resolution as your anti alias setting. The upscaling can look quite good.
