I know we have had similar discussions in Cornwall about tips from China clay quarrying. Several "sky tips" are now favourite local landmarks, and have been stabilised by decades of vegetation growth, and form part of important heathland.
The general consensus is now to keep those sky tips that still remain - we even have a St Piran's cross flag on the top of one!
Tend to agree with you here. At the very least, there should be a considerable amount of options for the locals to have a say in the projects.
Failing that, at least take what the experts have to say into account.
