Torre was quoted as saying in the report that he wants to show that he is not covering up for anyone and he is willing to uncover the truth in the incident. The resignation will be effective on Thursday, the report said.

It can be both. He pleaded for people to stop asking him to file charges or presume that he was paid off. He honestly just wants to move on because the entire thing is causing him stress and depression.

On the other hand, Gonzales is doomed anyway with or without the cyclist. All his titles and privileges have been stripped (and also fired), what appears to be his backer stepped down, Belmonte looks to be going full court press on it, and there is a senate hearing scheduled next week.
