Looking for an offline deck editor especially for retro formats like Goat and Edison and not sure which ones people like to use

YGOPro is pretty good from what I remember, although it has been years since I've used it. As for your specific formats, I don't think their is a particular way to stay within the format, but you could certainly build decks using the format rules.
