It has a fur coat instead of his scarf, but he is wearing the same hat. He looks different in the anime, but characters like him are usually changed.

I think there is a black lining around his head that is missing on this one? but maybe that design decision was made later...

but seeing how Guernica was able to stop Gear4 Luffy charging his strongest attack
Doflamingo being unable to stop Luffy attacking him Makes me question that scene: Why would guernica be afraid here?
