It’s not like they’re being put into camps. You’re very well reminded when you sign up that your permanent residency is at the whim of the country, it is NOT a citizenship. I would presume the charges to be serious and have some crime attached to them.

For example, I could be thrown out of the country and denied entry with my green card in the US for having smoked pot in California, even if it’s legal there, because it’s still classified a Schedule 1 substance federally. It’s a felony unless you’re a citizen.

PR are still not citizens and don’t have the same rights. Hell even in the US technically there are two different kinds of citizenship.
