Ah ok that's the piece I was missing, thanks. Sounds like a plan then.
It's all small steps in a larger happening. Where I differ from a lot of people in the UFO community is that I don't think we know where the steps are leading yet, and think it might be a way for the Pentagon-type people to control what we think is "leaked".
