Well, a big part of the problem is that Hannibal's stunning victories dried up once Rome decided to stop feeding him legions. Hannibal killed more Romans in the first 3 years of his campaign than he did in the next 10.
Luckily the Romans knew Hannibal had a preset kill limit. Knowing his weakness, they sent wave after wave of their own men at him, until he reached his limit and shutdown.
