I would say Trump's action is less 'decisive' and more 'impulsive' for that very reason. He doesn't make decisions. He just reacts, usually to how much he's shat his diaper on a given day, or how badly he wants to impress Putin and other dictators.

That's an excellent point.
I searched for the definition of "decisive":

Having the power or quality of deciding a question or controversy; putting an end to contest or controversy; final; conclusive.

I stand corrected.
Flip flopping on tariffs (etc) is not decisive. It ends fuck all.
It is absolutely impulsive.
