If you have read about the Belarus, Nicaraguan, and German dictatorships of our time, you'll see how despicable populations really can be. In these situations it really is as Werner Herzog says, 1/3rd of the population wants to kill 1/3rd of the population while 1/3rd is happy to sit by and watch.
