Russia will consider all ships, regardless of flag, heading to Ukrainian ports from midnight on 20 July as involved in a military conflict.

The Kremlin won't commit suicide via the "red button" because of a failed land grab in Ukraine. It's just fear mongering and they keep using it because they have so few other options + they're used to people taking their threats seriously.
