They're taking people who were listed, but not in deportation proceedings. There's a bunch of people who did stuff like overstay a visa, apply for residency, get denied, but were left alone because they don't have a criminal record. We always knew where they were, the government was just focused on criminals. So now they're really easy targets for agents told to meet a quota of arrests.
