As I mentioned in another thread, I don't think that he'll be able to attract chip makers to USA. Instead I think that he'll kick every industry relying on those chips out of USA.
TSMC has been complaining/level setting the AZ plant already. They're saying they can't find qualified employees, regulations on water, you know building a water intensive process in the middle of a damn desert that has a water shortage for a decade now, and things like sulfuric acid, but the biggest things is they pointed out that Taiwan has laws preventing advanced manufacturing process from being moved out of the country.
That is the biggest things that will prevent them from producing what Trump thinks will happen with these I'll thought out tariffs and you may be right that it will piss them off enough to pull all the way out.
