If I choose "No default configuration" when resetting a MikroTik router, will I lose that default configuration "forever"? (discuss.tchncs.de)

Or can I hard-reset the device into the default configuration again?

You can use Netinstall to re-flash the firmware. It's only adding some very basic configuration to the router iirc.
