No it does not, it doesn't even go into that issue. Assault will still be assault and the law should be enforced as such.
If they believe that, why do they bother with the bathroom segregation? Why not just treat all cases of assault the same and ignore the segregation? (I would like this)
The bathroom segregation here is go prevent endangering women. But he does not mention how to handle assault in these places or whether that should be different for each gender.
