all pages should degrade gracefully when:
javascript is not enabled
style sheets are disabled or a custom one is loaded by the user
bandwidth speed is low
audio is off
parts of the page are blocked by the user/browser
elements are not supported by the browser

This is an accessibility issue above all else.
Someone should start an ADA lawsuit.
