Article doesn't praise him for it. He's also incorrect about making adversaries weaker. Russian shell/missile production higher than west, and growing. China is stockpiling, and advancing in tech level while depletion in west, is likely to motivate a shift to wars US can win and EU can't defend: Greenland.
