As in you paid for it on steam but you can't log in to activate it so its unplayable
I think they were making a pitch for piracy.
Dude, they meant to sail the seven seas to get the game...
Not sure about the last of us but helldivers had issues where it was available for purchase from steam in regions where PSN did not allow account creation.
