He has to play nice with China because they don't bend over for him like the US does. I'm pretty sure it would be illegal for him to have investments in Russia at this time.
Yes, I'm sure China has been imposing their famously strict safety standards on Tesla operations in China. That's obviously why Musk chose China, after all. Because they don't bend the rules for him.
