"Run like a business" could mean a lot of things. Lot of people hear "don't go wildly into debt and/or bankrupt" or basically "run it efficiently". Other people hear "run it like a pyramid scheme".

One of the big problems with our language, especially in the political sphere, is nothing means anything clear. Look at the "Make America Great Again" slogan. It's absolutely meaningless. "We want the country to be good". Look at all the "isms" that rarely can be pinned down on a single issue. Look at campaign promises that are never fulfilled. Everything is either worded in a slippery way, or clearly stated and then shoved into oblivion when it doesn't pan out.
