I don't think so only because it was likely the CIA who got oswald to do it and then killed him to destroy evidence. The CIA would never kill a CEO unless that CEO threatened their operation which someone in healthcare definitely would not.
I don't think the CIA used Luigi or was involved in this murder. But Law enforcement has been parading Luigi around in open areas - possibly hoping someone would take care of Luigi for them.
There was a perp walk recently where LE was covered in bullet proof vests and helmets. Luigi was not. it was an open area.
When Oswald was killed, it allowed LE to shape the narrative with less pushback, and helped close the case faster than if he was alive.
Maybe they just don't think Luigi would be the target, and don't care if he's collateral damage?
this is a good theory. but why risk the lives of like 20 officers for a photo op? I don't recall a perp walk like this for puff daddy.
