Does this mean that Biden’s foreign policy failed, even though he assumed the office four years ago with more foreign-policy experience than any other American president in half a century?

The man was already completely demented in 2020. If you can’t even admit that and instead parrot some strange campaign point about “experience” (didn’t George Bush run the CIA before his presidency for example?), your article loses massive amounts of validity for anyone reading that lives in non-partisan hack reality.
