I feel someone launching drones and then the US launching drones to find the drone operators is not something that'd require so much secrecy. I think this is a case of unrelated events being thrown together by the conspiracy crowd.

I think they're red cells.

US red teaming the US. NJ telling folks they can't go looking for a downed drone and need to call it in makes this most plausible.
