Title 18 U.S.C.' 3056(a)(7) authorizes the U.S. Secret Service to provide protection for major Presidential and Vice Presidential candidates.
He wasn't a vice president candidate until the RNC a week or two after Trump was shot at.
He was running against trump to be president. This was also before the RNC picked a candidate.
