Cultivate a culture where you would never require a counter revolution, where the least fortunate people's needs are met so they don't need to kill people to thrive.

What do you mean require? Counter-revolutions are enacted by the oppressor (or former oppressor) class who don't want to lose their privilege.

There's no solution where someone like Elon Musk loses his control of tens of thousands of people's labor and doesn't seek to reimpose his control.

Historically, they use what influence they still have to reimpose the old order and kill everyone who threatened their privilege. Here's one example
