I think it has a lot to do with what the sender wants to get in exchange. Men often want that primal, purely sexual "Look at my naked body," and assume that must be what women want too, to just see naked sexy bits.

Likewise, the best nudes that women send me (a man) are just "boom, here's my tits". The ones with sexy poses or outfits and fancy lighting and stuff....come on. That's the kind of picture YOU would like. You didn't take that for me.
