It would have to be tailored by region. There are plenty of places with much lower electricity demand in winter, so those homes getting extra heat from their mining setups would be preferable to just gas heating.
Also, North Hemisphere winter is Southern Hemisphere summer.
Okay, I've got it. Regional currencies that require a local(and low-latency...) gps signal to mine. Make the raw satelite data part of any proof-of-work, and during the seasons where energy-use is to be restricted, shift the proof-of-work weights to favor that data over calculations. Give some people with lower-power rigs a chance to "mine". GPS modules become as useful as ASICs for some.
