Except the best you could do on the wheel was getting on the dollar exactly.

He stopped at 99 so other people could still win. Be a pretty dick move not to.
Well the wheel was in increments of five. But the bidding portion wasn’t. Also getting the number exactly doesn’t count as go over either.
