I have heard that "fact" many times before, but when I once had to actually clean something with chlorine that I was positive didn't have pee on it, it still smelled like swimming pool, so idk anymore if that is actually true.

And if it is justthe reaction with anything organic then you can't really say anything about the pool because off course there will be some things organic in there like people.

The compound that is produced when Chlorine reacts with organic material is named Chloramine. There are several variants of this compound, Trichloramine is one of them, and particularly responsible for the characteristic smell and it causes irritation of the skin and the eyes.
