It's a local(?) term for a common form of car burglary where a hard object is used to break the window glass quietly.

The car burglary is over within seconds, and the police are virtually powerless to stop it.

I've had my car bipped twice.

Virtually powerless? Just sit in a shop and wait for a robbery and then flag the car.
