I'm trying to figure what kind of violence mr. True has applied in the scene, given that everybody disappeared and only the cracked sidewalk and the other guy's hat remained.

It could be me, but it looks like the dude bumped into True (check his legs and the lines near their heads), which is what made him explode (literally?), not that he was looking at a gal's exposed ankle.
