Last panel is weird because at first glance I could swear he called somebody on his phone, but I guess he is just yelling down the street?

I believe he is holding his head to stabilise from the pain of True's fury.

He's cupping his hand next to his mouth so his voice will project better. It's funny that to a modern viewer it looks like he's using a cell phone!
