The Ferris wheel doesn't go 2.5 miles deep underwater though. And you can sit there and watch successful trips on the Ferris wheel before you decide to risk it.
I mean all of the previous trips were successful by most measures...
Also plenty of people do watersports and other excursions with very sketchy tourist companies signing away stuff on all sorts of waivers. Some of these activities are not only dangerous but incredibly expensive as well.
To be fair, the submarine crew could have done that, too, or at least something similar.
