The Enslavingmasons proclaim to us--once a free People, now enslaved--that we are "low mime," without thought of our own and silent.

That is to say, the Citizenry are merely parrots to ape their commands unwitting and reflexive. Notice how they place us in terms of some variety of automatic animal devoid of soul: a fish to be caught, a monkey subhuman.
