Is it possible that they've just sunk to the bottom of the pack?
While still leaving the bag like, 40% empty to fold over like that? Maybe, but the bag is 40% empty either way.
Honestly looks like the carton was in the sun letting them sag like that, the "air" in the bag is probably nitrogen or another gas to help keep them shelf stable. It will also help protect them during shipping keeping the bag rigid.
Story about the sun, we had cartons of ddr4 sitting in the Western Australia sun during CV19, not for a long duration of time. When we unpacked the plastic clamshells were warped, some to the point where the modules were escaping the packaging. No damage to the products, just an annoyance.
