If you already have a virtualization host can just use a VM as well.

This is what I do though technically it's a container on Proxmox. Otherwise I'd recommend one of the LibreComputer boards. The Le Potato one is solid and cheap though also over kill for just a PiHole.

Wait, what's wrong with the RPI 3b? It seems perfect for this.
RPI 3b is great but more than needed resource-wise (correct me if I'm wrong).
Its actually about right. You're going to have problems with anything slower if you want gigabit speeds.
