A ionocraft is a thing that has high voltage run through it in such a way that it ionizes the air around it, those ions then zoom to a collector and that movement generates a tiniest bit of lift, but the craft is very light so that's enough to make it float. That person made a big one for the mouse to take a ride on a little basket like a balloon.
