These people do a pay by mile auto insurance plan. They're attaching little tracking devices to their cars via the OBD II jack in order to receive better rates by showing their "good driving". They knowingly chose this.

Is there really (close to) a general speed limit in Wales that's this low?
This is for residential areas, the vast majority is national speed limit, 60/70mph depending on road.
It is a recent change where they changed all 30mph areas to 20mph.
Alright, yeah. I guess, it's just complete non-sense then that the article repeatedly states "all roads".
It applies to small roads in towns, pretty common throughout the UK.
Most residential roads now are 20mph by default.
