When installing Windows do not connect your PC to the internet. This means no wifi or Ethernet

This will bypass windows asking you to sign in with microsoft account.

Only after you get to the windows desktop should you connect to the internet.

Then run Chris Tutus debloatet to clear out the rest of the windows crap https://christitus.com/debloat-windows-10-2020/
