Depends. Do you like the look of a weapon and if others look at it? Does it fit with your style of cosmetics? Get the painted one.
If you care more about stats you should get the strange.
You could also get the strange and keep playing until you can afford a strange painted wep and transfer the kills later.
if you don't mind your weapons looking basic but want kill tracking? get stranges. but if good looking weapon is paramount to you, get decorated weapons.
depends what warpaints, otherwise most of them don't look great anyway, I find stranges to be fine on their own
hmm, i would usually choose based on what weapon it is, but if i had to suggest one, i personally would prefer the strange
